Since 1 October 2025, every Norwegian household can choose between two schemes: the classic strømstøtte (electricity subsidy) or the new Norgespris fixed-price program. The programs run through the end of 2026, and the choice directly shapes your power bill.

Norgespris — a fixed 50 øre/kWh rate

Norgespris is a fixed-price scheme where you pay 50 øre/kWh incl. VAT (40 øre ex. VAT), regardless of the spot price.

  • Consumption cap: 5,000 kWh per month for homes, 1,000 kWh for holiday houses
  • 14-day right of withdrawal after signing up
  • Enrollment through your grid company or Elhub

Above the cap you pay the normal market price, with strømstøtte applied to the excess.

Strømstøtte — covers 90% above 77 øre

If you do not opt into Norgespris, you automatically receive the standard strømstøtte. From January 2026:

  • The subsidy covers 90% of the price above 77 øre/kWh ex. VAT (96.25 øre incl. VAT)
  • Calculated hour by hour based on the spot price in your bidding zone

The more expensive power gets, the more help you receive — but only after the price crosses the threshold.

Which scheme fits you?

Pick Norgespris if you:

  • Live in southern Norway (NO1, NO2, NO5), where spot prices often sit well above 50 øre in winter
  • Drive an EV or run a heat pump and use a lot of electricity
  • Want a predictable household budget

Stick with strømstøtte if you:

  • Live in central or northern Norway (NO3, NO4) — May 2026 is forecast at 8–19 øre/kWh
  • Have low consumption and happily shift loads to cheap hours
  • Already have a good fixed-price contract with your retailer

Worked example — Oslo family, 2,000 kWh in April

At an average of about 56 øre/kWh in NO1/NO2:

  • Without Norgespris: 2,000 × 56 øre = 1,120 NOK. No strømstøtte (below the 77 øre threshold).
  • With Norgespris: 2,000 × 50 øre = 1,000 NOK. You save 120 NOK.

The gap is small in April, but in January 2026 — when the average price hit record highs — Norgespris would have saved the same family thousands.

Worked example — cabin in northern Norway, 800 kWh

At an average of 10 øre/kWh in NO4:

  • Without Norgespris: 800 × 10 øre = 80 NOK.
  • With Norgespris: 800 × 50 øre = 400 NOK. You pay 320 NOK more.

Here strømstøtte (or no special scheme at all) is the right choice.

Track the spot price either way

Even with Norgespris, it pays to shift consumption to cheap hours — especially if you're approaching the 5,000 kWh cap. On [spotpris.today](https://spotpris.today/no) you can see the hourly spot price in your bidding zone and set free price alerts right in the browser.

You can still switch schemes, so it's worth running the numbers before next winter.
